云南省財政支農支出及其績效的實證研究

摘要：云南財政支農支出規模對農民增收的影響不顯著，但其支出結構卻促進了農民收入水平的提高。由于財政支出的目標偏差，云南財政支農支出促使城鄉差距縮小的功能不明顯，使得其社會福利功能沒能得以體現。提出相應的五個方面的對策措施。

Abstract:The paper applies stepwise regression to analyze the contribution of Yunnan fiscal expenditure for agriculture to agriculture economy growth and per capita annual income on agriculture of rural households,and uses Granger causality test to examine the relation of fiscal expenditure and per capita annual income of rural households and the income gap between urban and rural residents.The results suggesting that,the structure of fiscal expenditure for agriculture but not the scale has effect on the income of peasants.Because of the deviation of objectives of fiscal expenditure,the expenditure on agriculture could not narrow the income gap between urban and rural inhabitants.The Countermeasures can form three aspects.
