All Pakistanis are Not Government Employees; Salary Increase

In every budget, the government announced the salary increases of 20 to 25% in the salaries of the government employees. Only some million of people benefit from this salary increase, while the taxation and levies and other cruelties in the budget affect the whole nation, which is not government employees. This year they have announced 50% of the basic pay, which is quite good as compared to the past, though it would be added as ad hoc allowance along with the pay, and will not affect the basic pay.

These are the same government employees who do nothing and look busy. They go to their offices late and come back early and while in office either only rest, or take tea or read newspaper or remain busy in petty politics. These are the sarkari baboos who take bribes and who make the rest of the countrymen suffer.

Ever been to passport offices? Ever been to National Bank of Pakistan? Ever been to NADRA? Ever been to post office to renew token of your vehicle? Ever been to ministeries or WAPDA, or Sui Gas or other government organization, and you would understand what I mean.

The ‘pro-poor’ PPP government seems all set to hit the masses with huge taxation coupled with withdrawal of almost all subsidies, leaving negligible space to provide solace to 170 million people in the federal budget 2010-11. The total outlay of the budget is likely to be Rs 2.250 trillion with Rs1.665 trillion revenues.

What should non government employees do? Get out of this country?

It is the private sector in Pakistan, which seems to be working. It is these people who are attracting foreign investment and who are really burning the midnight oil. It is these people who are actually doing something and contributing to the national exchequer. It is these people who are paying taxes and suffering through the hands of this government machinery, which is nothing but a white elephant.

After the 7th NFC Award, the responsibility to achieve 4 to 4.2 per cent fiscal deficit targets lies with the provinces, which must show fiscal discipline and increase their tax to GDP ratio from 0.5 per cent to a reasonable level. Under the changed scenario, the fate of the new programme from the IMF for which the government is to initiate talks some time in November or December depends upon the economic behaviour of the four federating units. For targeted relief, the government has allocated Rs 90 billion for Benazir Income Support Programme (BISP), though it could spend only Rs 30 billion on this programme in the outgoing fiscal, according to the media reports.

The economic managers of the country often cite lack of financial resources as the main reason for not being able to provide enough relief to the common man. The question is that then from where they have increased the salaries of those people who do nothing and look busy?
