貿(mào)易關(guān)系 Trade Relationship
在下面的一段對(duì)話中，兩國(guó)的貿(mào)易部長(zhǎng)Henry Blumington和Nicolas Stratverry正在討論兩國(guó)間的貿(mào)易關(guān)系。
Henry: Welcome, Nicolas. It's good to see you again.

Nicolas: Good to see you too, Henry. Been a while, hasn't it?

Henry: Indeed it has. That's a good indication of the generally solid trade relationship between our countries. There is one area of concern, though. I'm sure you know what that is.

Nicolas: Yes, the balance of trade in the computer parts industry.

Henry: Right. Your government's high tariffs give your companies an unfair competitive advantage. There's been rumblings in our government about lodging a complaint with the WTO. That's why I called for this meeting, to see if we could resolve this without resorting to that measure.
是的。你們政府的高關(guān)稅使你們國(guó)家的相關(guān)企業(yè)獲得了不公平的競(jìng)爭(zhēng)優(yōu)勢(shì)。在我國(guó)政府，很多人一直就是否要向世界貿(mào)易組織申訴這一情況議論紛紛。這也是為什么我提出舉行這次會(huì)面的原因，我想看看我們是否能不訴諸世貿(mào)組織來(lái)解決這個(gè)問(wèn)題。
Nicolas: My government is already looking at gradually lowering the tariffs over the next 3 years. However, they want something in return. They think your government subsidies in the agricultural industry are too high. With our low GDP compared to yours, they feel that the capital flow to your country because of this hurts us more than the capital flow from computer parts hurts your country.
我國(guó)政府早已考慮在未來(lái)三年中逐步降低關(guān)稅。但是，我國(guó)政府也要求有一些回報(bào)。他們認(rèn)為你們國(guó)家的農(nóng)業(yè)補(bǔ)貼太高，由于我們的國(guó)內(nèi)生產(chǎn)總值相對(duì)與你們的來(lái)說(shuō)太低，所以我們覺(jué)得，由于貴國(guó)農(nóng)業(yè)補(bǔ)貼而造成的我國(guó)大量資本流入你們國(guó)家，這對(duì)我國(guó)造成的.傷害遠(yuǎn)比因我國(guó)計(jì)算機(jī)零部件關(guān)稅過(guò)高而導(dǎo)致你們國(guó)家資本流失對(duì)貴國(guó)造成的傷害大得多。
Henry: Those subsidies were set up to help recover from a number of years of low yield, not to create an unfair advantage. Nevertheless, I see your point, and I'll bring your request to their attention. I think we can work something out, since productivity has started to rise to normal levels again. I'll let you know what they think.
